What is an Item Upgrader in Pokemon Go?

The item upgrader adds a new widget at the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to view and purchase upgrades.
Boosters
With an upgrader for your item you can enjoy many bonuses. These can include stats, as well as additional bonuses. These bonuses can be applied to weapons or armor, as well as trinkets. They can be used to improve the abilities of the character, or can add an additional aspect of variety to the build.
The World of Warcraft upgrade system allows players to upgrade their gear by paying currency to an upgrader for items. The amount of extras gained when upgrading depends on the number of upgrades completed. Each upgrade will increase the corresponding extras by a factor of one, up to a maximum value of 3. Additionally, each upgrade will also boost the main stat by 1.
Certain upgrades also give an additional random boost in addition to stat boosts. These boosts are extremely beneficial and must be considered when deciding which items to upgrade. Certain of these boosts may only be used in certain builds (such the Whistan's Shield, which is for FB Sorcs) While others are beneficial to collectors.
Some items have an inherent boo that is less useful when upgraded, for example the Goldwrap which provides additional slots for potion. These are often upgraded to add value to a close-to-perfect or perfect item.
Costs
Upgrades are accompanied by some associated costs. The first is the cost to perform the upgrade. This cost can be expensive and is dependent on the new ilvl of the item and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) are costly.
The second is the cost of the materials needed for an upgrade. These are typically Power Dices (dropped from monsters 21+), Minerals and Erons, or specific Mists Of Pandaria or Warlords Of Draenor Quests. The amount of these items required is available in the inventory of an upgrade vendor.
It takes time to upgrade an item. Based on the magnitude of the upgrade, it can take up to 8 hours. The stats that are the base of the upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the updated Armor Class bonus, damage dice, as well as other important statistics. In some cases, the upgrade will grant additional benefits that can be chosen from a variety of advantages.
Rarely, the perks acquired will cost more than one perk slot to acquire In these cases the upgrade will replace the most expensive perks. The upgrader could also make other adjustments to the item, such as changing the damage type of its weapon, or adding or removing an operative or unwieldy feature. These modifications are based on an item's ilvl. They may also require special materials, like the adamantine.
Success Rate
Item upgrades are based on an opportunity, and like any random system there is an opportunity that the upgrade won't be successful. However there are a few factors that can help to increase the odds of success. This includes using an item dubbed an Upgrade Pity, or the addition of extra components to the upgrade.
The Upgrade Pity can be bought through the NPC for the smithing process in Lost Ark. It increases the odds of an upgrade being successful by a certain percentage. It is similar to the "luck bonus" that some items provide however it is more secure. It can be added to any armor or weapon and can be used up to three times.
It is also possible to add a variety of additional items to the upgrade, increasing the chance of success. These are shown in a window that is above the + button. There are however limitations to this, and the maximum amount of material that can be added is shown just above the + button in the UI.
A Blacksmith Blessing, or an upgraded version of it can be used to increase the chances of an upgrade succeeding. This item can be useful if your weapon or piece is near or has reached the highest level of its level. It allows you to upgrade that piece of equipment to the next level without having to worry about breaking.
If an upgrade is unsuccessful, it will be reverted to its original state. This is typically a downgrade, but can also be an upgrade. It is an excellent idea to save an upgrade when you're close to the maximum capacity of an item, and to use it as an option last resort.
Kafra has a number of items that can be used to increase the chances of an upgrade being successful. You can boost your chances of success by upgrading equipment multiple times with HD Oridecon and HD Elunium. Failure Rate

You can also choose an insurance policy that will safeguard your item in the event of a failure. The cost of this protection will vary, but it will always be less than the cost of purchasing a new item. The safeguard can be used once per upgrade, and will not expire until it is used again.
The interface for the item upgrader is a bit difficult, but it's isn't impossible to navigate. The main menu is displayed on the left, and the upgrade window is located on the right. The arrows on the left of the UI depict the various stages of the upgrade process. Click the question mark icon to get assistance if you're unsure what you're doing. The upgrade can take up five minutes.
